Congressman Neal Dunn (Fla-02) introduced the Right to Equitable and Professional Auto Industry Repair Act or the “REPAIR Act,” a bill that would ensure vehicle owners have access to important repair and diagnostic data needed for auto repairs, on February 25, 2025. Currently, automakers are restricting vehicle owners and automotive repair shops from accessing repair data and tools, resulting in higher repair costs, fewer service options and longer wait times for vehicle maintenance.

Unfortunately, vehicle manufacturers are standing in the way of American consumers accessing their own data to use the repair shop of their choosing, limiting consumer choice,” said Congressman Dunn. “For far too long, manufacturers have championed anti-competitive practices by withholding crucial maintenance information, squeezing their customers and independent repair shops.
“Your vehicle belongs to you, not the manufacturer. I am introducing the REPAIR Act to provide a binding, workable solution to anti-competitive behavior in the auto repair industry to reaffirm consumer control over their vehicle maintenance data and empower them to work with repair shops big and small.”
“Americans are tired of lip service about lowering prices or respecting the trades. We want to be able to fix our own stuff and to be stewards of our stuff and not reliant on a stream of cheap disposable crap. But auto manufacturers have made it increasingly difficult to have real agency,” said Rep. On Feb. 18, 2025, the automakers released a legislative proposal related to automotive right to repair; the views cited in this proposal represent a small fraction of the repair market and are not representative of the broader automotive aftermarket, MEMA said. The industry does appreciate automakers’ acknowledgment of the need for federal legislation to protect consumer choice in vehicle repair and looks forward to congressional consideration of the REPAIR Act.
Auto Care Association President and CEO Bill Hanvey and MEMA Aftermarket Suppliers President Paul McCarthy released the following statement:
“We’re pleased to see trade groups representing automakers finally admit what we’ve long known: congressional action is needed to ensure independent shops and aftermarket parts manufacturers can continue to offer Americans quality, affordable choices for vehicle repairs.
“That said, this latest proposal appears to be a tactic to delay and defeat pro-consumer right to repair legislation at every level. The bipartisan Right to Equitable and Professional Auto Industry Repair Act (REPAIR Act) is a straightforward approach to ensure safe and secure access to vehicle repair and maintenance data.
“The REPAIR Act, led by Congressman Neal Dunn, is the solution. Protection of consumer and fleet-owner choice ensured access to critical repair data, an established federal enforcement mechanism, and the prevention of repair monopolies is accomplished through the REPAIR Act. Without it, the aftermarket will lose the ability to not only innovate but continue to offer consumers options to keep their vehicles on the road.

The judge’s written decision is still under seal but should be made available to the public soon. “Today’s ruling is a significant victory for the people of Massachusetts—and all Americans,” said Bill Hanvey, president and CEO, Auto Care Association. “This decision by Judge Casper ensures that car owners have the right to access their vehicle’s repair and diagnostic data, empowering them to make informed choices about maintenance and repairs. It levels the playing field, allowing independent repair shops to compete fairly, which in turn drives down costs for consumers. As car owners, we all deserve the freedom to control and manage the data that’s generated by our own vehicles. Clore Automotive introduced its new PRO-LOGIX Model PL6850, 12/24 Volt 120A Flashing Power
Supply and 120/60/40/10A Battery Charger. The company said the PL6850 is designed to provide stable power—on demand, up to 120 amps, to a vehicle electrical system to support module reprogramming, ADAS recalibration, electronic repairs and diagnostic tasks. It also provides full service 12/24V battery charging capability from 10 to 120 amps, to service everything from small vehicle batteries to Group 31 multi-battery packs, Clore said.
In power supply mode, the PRO-LOGIX PL6850 provides power to maintain vehicle electrical system
voltage at a preset level, increasing its output in response to system load increases to maintain a stable
power environment for successful reprogramming. It features a voltage output range of 13.1-14.9V (12V)
or 26.1-29.8V (24V), adjustable in 0.1V increments, allowing the operator to dial the output in exactly as
specified by the supplier of the vehicle under service. According to Clore, it features fast load responsiveness for ultra-quick recovery from system demand increases. It also delivers its massive power with minimal voltage ripple (<100mV), providing a clean flow of power to the vehicle without risk of programming interference.

It features the ability to properly charge a wide variety of battery types, including Conventional, AGM, Spiral Wound, Start-Stop, Deep Cycle and Marine lead acid batteries, plus LiFEPO4 Lithium Batteries – enabling beneficial service of virtually any battery type installed in a vehicle. It adapts its charging approach based on the needs of each battery or battery pack it services, including activating a soft start mode on deeply discharged batteries and a battery repair mode on older/distressed batteries. It is also effective on totally dead (0.0V) batteries with its forced start mode, the company said. Clore explained the PL6850 features detachable and field-replaceable input cable and output leads. The #2 AWG output leads are 13’ long, enabling easy access to vehicle batteries/packs under any condition. The unit includes a handle for easy transport around a shop or in and out of a mobile service vehicle.
